<p>Colombia has just opened a new commercial door for its fresh Hass avocado production: the Uruguay market. After a technical and phytosanitary process with Uruguayan authorities, the neighboring country authorized the entry of this Colombian fruit, representing an important commercial opportunity for national exporters.</p>



<h3 class="wp-block-heading"><strong>Official authorization for Colombian exporters</strong></h3>



<p>The admissibility of Colombian Hass avocado into the Uruguayan market was formalized through <strong>Resolution 1323/2025</strong> issued by the General Directorate of the Agricultural Service of the Ministry of Livestock, Agriculture, and Fisheries of Uruguay. This resolution establishes the sanitary requirements that fruit shipments from Colombia must meet, and requires interested exporters to apply for a <strong>Phytosanitary Import Authorization (Afidi)</strong> before beginning commercial operations.</p>



<p>This commercial advance is the result of bilateral technical meetings that demonstrated compliance with the phytosanitary standards required by Uruguay. Notably, these negotiations began in <strong>May 2025</strong> and in less than a year admissibility for the product was achieved.</p>

But beyond the temporary relief, the market remains shaped by persistent overcapacity and geopolitical tensions that could define the year ahead.</p>

<p>Xeneta warns that October’s spike may not signal a structural recovery, but rather a tactical move by carriers. The intentional reduction in capacity just before tender season suggests a strategy to influence market sentiment and avoid negotiating under falling rate conditions.<br>On routes like Asia–Northern Europe, even with the increase, spot rates remain below recent long-term contracts. Meanwhile, on the Transpacific route to the USWC, spot rates slightly surpassed contract rates, potentially shifting the balance in upcoming negotiations.</p>



<p class="has-large-font-size">2026 Outlook: Opportunities Amid Pressure</p>



<p>The <em>Xeneta Ocean Outlook 2026</em> projects that both spot and contract rates will remain low. Global fleet capacity is expected to grow by 3.6% in TEUs, while demand will only rise by 3%, keeping downward pressure on prices.</p>

<p class="has-medium-font-size">The United States, through the Office of the U.S. Trade Representative (USTR), imposed new port tariffs that have already cost over <strong>$40 million</strong> to shipping lines like <strong>COSCO</strong> and <strong>OOCL</strong>. These tariffs mainly affect vessels built or operated by China that call at U.S. ports.<br><br>In response, China mirrored the move, announcing new regulations set to take effect on <strong>November 14</strong>. This has triggered a game of “musical chairs” across maritime routes, forcing carriers to redesign their operations.</p>



<ul class="wp-block-list">
<li class="has-medium-font-size">Chinese carriers, such as COSCO and OOCL, are pulling China-built vessels from direct services to the U.S. To maintain trade flow, they are transshipping containers through neutral ports, such as Busan (South Korea). This way, cargo continues its journey to the U.S. aboard non-Chinese vessels, avoiding exposure to U.S. tariffs.</li>



<li class="has-medium-font-size"><strong>Western carriers</strong>—especially those with vessels registered, built, or operated under the U.S. flag—are <strong>avoiding calls at Chinese ports</strong>, such as <strong>Ningbo</strong>, to steer clear of the new Chinese tariffs set to apply from November 14 onward.</li>

<p class="has-medium-font-size">Routes between <strong>China and Mexico</strong>, as well as <strong>intra-Asian operations</strong>, will also be impacted. This could disrupt cargo flows to Colombian ports like <strong>Buenaventura</strong> and <strong>Cartagena</strong>, especially for services that rely on Asian transshipments or China-built vessels.<br><br>Carriers such as <strong>Maersk, CMA CGM, MSC, and Hapag Lloyd</strong> are repositioning vessels away from North American routes. COSCO and OOCL are expected to absorb roughly half of the <strong>$3.2 billion</strong> in projected tariffs</p>

For Colombian importers, this means greater risk of delays, hidden costs, and contract renegotiations.</p>

<p class="has-large-font-size">United States activates tariffs on vessels linked to China</p>



<p class="has-medium-font-size">The United States has activated a new port tariff regime targeting vessels owned, operated, or built by Chinese companies, as part of an offensive to limit Beijing’s influence in the global maritime industry. The regulation requires shipowners to certify advance payment of the tariffs through the official Pay.gov portal before receiving authorization to enter or unload at U.S. ports.</p>
